Headlines from the brochure NEW There are a number of important changes compared to last year: Content Submission and handling of applications International Courses (ICP) and 15 ICPs and 6 ITPs VLIR finances 15 International Courses (ICPs) organised by the Flemish universities. These courses are master programmes, lasting one or two academic years, all of which lead to a master’s degree. They focus on specific problems of developing countries. The main target group for the courses are students from developing countries, although the courses can also be attended by Belgian students or students from other countries. The ICPs aim to train people from the South with a responsible position in civil society (at a university, school, NGO, ministry, etc) in such a way that the knowledge that they acquire is disseminated and applied in the home institution and country of origin. VLIR also finances International Training Programmes (ITPs) organised by Flemish universities and one university college. ITPs are short-term training programmes whose main focus is transferring skills rather than knowledge. The International Training Programmes are designed for people from developing countries with a certain degree of professional experience. Knowledge and skills are transferred through the ITPs, and the possibility for cooperation and networking is created. VLIR is responsible for the offer of ICPs and ITPs. It provides funds to the organising Flemish universities and also provides a number of scholarships for each programme. The Flemish universities themselves are responsible for the programmes’ academic content, and practical and logistical organisation. Although they primarily address the needs of students and professionals from developing countries, these programmes are also open to other people. This brochure provides all the information you may need as a self-supporting student or as scholar. 180 ICP scholarships and 70 ITP scholarships With the support of the Belgian Directorate-General for Development Cooperation, every year VLIR awards scholarships to students from developing countries to find a place on one of the 15 ICPs or 6 ITPs. Each year, up to 180 scholarships are available to first-year ICP students and up to 70 scholarships to ITP participants. Country of origin Only residents of developing countries on the VLIR’s List of Developing Countries are eligible for a scholarship. NAEd Postdoctoral Fellowship
DESCRIPTION
The National Academy of Education/Spencer Postdoctoral Fellowship Program supports early career scholars working in critical areas of education research. This nonresidential postdoctoral fellowship funds proposals that make significant scholarly contributions to the field of education. The program also develops the careers of its recipients through professional development activities involving National Academy of Education members.
FELLOWSHIP AWARDS
- Fellows will receive $55,000 for one academic year of research, or $27,500 for each of two contiguous years, working half-time.
- Fellowships must begin during the 2007-2008 academic year.
- Fellows take the equivalent of one year’s teaching leave during the fellowship term.
- Fellows will be included in professional development retreats with other fellows and NAEd members.
- Up to twenty postdoctoral fellowships will be awarded in 2007.
- Selection will be made by a committee of NAEd members.
QUALIFICATIONS AND GUIDELINES
- Applicants must have received their PhD, EdD, or equivalent research degree between
January 1, 2001, and December 31, 2006. - Applicant should have a demonstrated record of research experience in education.
- Proposed project must be a research project. NAEd funds studies that examine the efficacy of curriculum and teaching methods, however, we do not fund the initial development of curriculum or instructional programs.
- Applications will be judged on the applicant's past research record, career trajectory, and the quality of the project described in the application.
- Applications must be made by the individual applying for the fellowship; group applications will not be accepted.
- Non-US citizens are welcome to apply.
- Concurrent funding for the proposed project is not permitted.
DEADLINE
Complete application materials, including three letters of recommendation, must be postmarked by November 10, 2006. Late applications will not be accepted.

Swedish Institute scholarships
Open to all nationalities pursuing master's level or advanced level studies in Sweden, with the exception of citizens from the Nordic countries (Sweden, Denmark, Finland, Iceland and Norway).
Master Programme for Key Personnel in Developing Countries (MKP)
Scholarships for specific master's level programmes for students from targeted developing countries, in order to help grow special competencies where they are most needed.
Swedish-Turkish Programme
For citizens of Turkey pursuing master's level or advanced level studies in Sweden in the area of European studies or human rights law.
Visby Programme
For academic institutions and individuals from Estonia, Latvia, Lithuania and Poland, Belarus, Ukraine´and certain parts of Russia. Grants are awarded for projects and for individual scholarships.
New Zealand Development Scholarships
The NZDS is available for full-time, tertiary level study at New Zealand education institutions.

The NZDS scholarships scheme has two categories:
New Zealand Development Scholarships - Public category (NZDS-Public)
The NZDS-Public scholarships scheme is a bilateral scheme available to candidates from selected partner developing countries in Southeast Asia and the Pacific. The selection criteria is determined by the partner government in consultation with NZAID.
Shortlisted applicants, who are mostly public sector employees, are endorsed for a NZDS-Public scholarship by the partner government. Private sector and community sector employees may apply for the NZDS-Public in some countries depending on the country-specific selection criteria. Country-specific criteria also determines the level of study and the fields of study under which candidates can apply to study in New Zealand.

New Zealand Development Scholarships - Open category (NZDS-Open)
The NZDS-Open scholarships scheme is a non-bilateral scheme available to candidates from selected developing countries in Africa, Asia, Latin America, and the Pacific. Under the NZDS-Open scheme, candidates independently apply for a scholarship.
NZDS-Open scholarships are mostly available for private sector or community sector employees, including non-governmental organisations. In some countries or regions, public sector employees can also apply for a NZDS-Open scholarship depending on the country or region-specific selection criteria. Country or region-specific criteria also determine the level of study and the fields of study under which candidates can apply to study in New Zealand.
PhD Scholarship Flinders University Australia
One CSIRO PhD scholarship of $25,000 p.a. is available to gain an understanding of material - stem cell interactions using novel microarray platforms. This interdisciplinary project will include fundamental experimental and theoretical studies of the influence of factors such as surface chemistry, roughness, topography and substrate elasticity on the behaviour of specific stem cells. Applicants should hold a good Honours degree in chemistry, biotechnology or nanotechnology. This scholarship is subject to approval by the CSIRO. Students already holding an APA or equivalent scholarship can receive a stipend "top up" of $7,000 p.a.
