Asian Studies Program SCholarships, Kansai Gaidai University JAPAN

Those students who are participating in the Asian Studies Program independently (i.e., non-exchange) are eligible for a Merit Scholarship from Kansai Gaidai in the form of a US$6,000 tuition rebate at the conclusion of his/her first semester of residence provided the following two conditions are met:

  • The student must have maintained no less than a 3.0 overall Grade Point Average* at his/her home institution during the two semesters (three quarters or its equivalent), prior to the academic session in which application for admission is made to Kansai Gaidai.

  • 2.The student must also maintain a minimum 3.0 GPA during the first semester at Kansai Gaidai.


*Based on a 4.0 point grading scales and full-time student status. Students from institutions which use different grading scales must have maintained a minimum grade average of 80%.

Regardless of his/her academic performance prior to participation in the Asian Studies Program, those independent students who intend to stay at Kansai Gaidai for one academic year are entitled to receive a Merit Scholarship in the form of a US$6,000 tuition rebate at the conclusion of the second semester at Kansai Gaidai provided the following two conditions are met:

  • The student must have completed the first semester at Kansai Gaidai with no less than a 3.0 GPA.

  • The student must also maintain a 3.0 GPA during his/her second semester at Kansai Gaidai.

Japanese Government (Monbukagakusho: MEXT) Scholarships

Recruiting covers all scholarship categories. However, because recruiting targets will
differ by countr y and region, potential applicants should check closely with the Japanese
embassy in their own specifi c countr y or region. The initial screening is comprised of a document inspection, a written test and an interview. Subjects of the written test vary somewhat by country and region.
The local Japanese embassies conduct their screening on the basis of these test results,
and then make their recommendations to MEXT. MEXT confers with the selection
committee, deliberates with the host schools, and then makes its fi nal selections. While
candidates may express their preferences for specifi c schools of study, the fi nal decision
will be made by MEXT. For further details, candidates should contact the Japanese embassy in their own specifi  countr y or region.

Application through Japanese Universities
-1 University Recommendation (selection of new applicants before they  arrive in Japan)

Based on the university exchange agreement, Japanese universities conduct their
examinations of the international student candidates, with recommendations made
to MEXT as research students or Japanese studies students. MEXT confers with the election committee, and then makes its selections. For further details, candidates should
contact their current school of enrollment.
-2 Domestic Selection (selection of privately fi nanced students already in  Japan)

Targeted under this categor y are privately financed students currently studying at
Japanese universities. Qualifi ed are fourth-year students expected to advance to regular
Master's program student status, or Master's or Doctoral students expected to remain as
regular students for one year or longer. Applicants with excellent academic records are
chosen to attend from the new school year as research students.

Applicants must pass this first stage and then a second stage of screening by MEXT
(document screening) before a fi nal decision is made

For Young Leaders Program, the recruitment will be conducted through the embassies
of Japan in target countries upon the recommendation of recommending authorities. Initial
selection will be made through document screening, inter viewing, essay writing, etc..
The second selection will be done by YLP Committee set in MEXT, and hence the fi nal
decision on candidates.

ADB - Japan Scholarship Program

The Asian Development Bank (ADB) - Japan Scholarship Program (JSP) was established in April 1988 with financing from the Government of Japan.

It aims to provide an opportunity for well-qualified citizens of ADB's developing member countries* to pursue postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region.

Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries.

The ADB-JSP enrolls about 300 students annually in 27 academic institutions located in 10 countries within the region.

The ADB-JSP provides full scholarships for one to two years.

Teacher Training Scholarship – Japan


A.  Field of Study
Study/training is implemented only for university/training courses indicated in the pamphlets “Course Guidebook for Japanese Studies Students”.  The Course Guidebook can be accessed from the Ministry of Education, Culture, Sports, Science and Technology website: http://www.mext.go.jp/a_menu/koutou/ryugaku/06032818.html (Japanese), or Study in Japan website: http://www.studyjapan.go.jp/en/toj/toj0307e.html (English).  It is also available at the Embassy of Japan.

 

B.  Eligibility
1.          Applicants must be born on or after April 2, 1978
2.       Applicant must be a graduate of a university or a teacher-training school and have worked as teachers at the primary or secondary educational institutional or a teacher-training school in his/her home country for at least five years in total, as of April 1, 2013.
3.        Applicant must be willing to learn Japanese and receive research guidance in Japanese Language.  Applicants must also have the ability to do research in Japanese and adopt living in Japan.

 

C.  Duration of Scholarship
Duration of Scholarship is for the period necessary to complete each university’s training course and should be between October 2013 and March 2015.  (Extension of the term is not allowed).

 

D.  Note
This is a non-degree programme and is not structured for those who wish to pursue Bachelor’s, Master’s or Doctor’s degree.  The grantee of this programme will be classifies as a non degree student whereby he/she will receive a certificate after completing the required training at the university.

 

E.  Selection Process
1. 28 February 2013:    Application closed
2.  Mid-March  (tentatively schedlues on 13 March) 2013:     Examination (English) and Interview
3.  Early April 2013:      Completion of the recommended candidates’ documentation
4.  End of August:         Successful candidates will be announced.

Fellowship Background and Overview

On 22 April 2004, the United Nations and The Nippon Foundation of Japan concluded a trust fund project agreement to provide capacity-building and human resource development to developing coastal States Parties and non-Parties to UNCLOS through a new Fellowship Programme. The Programme is jointly executed by the Division for Ocean Affairs and the Law of the Sea (DOALOS) of the Office of Legal Affairs and the Department of Economic and Social Affairs (DESA). DOALOS serves as the focal point in charge of all substantive elements of the Project. DESA, in its capacity as implementing agency for the Project, is responsible for providing certain administrative services to the Project on behalf of DOALOS.

The main objective of the fellowship is to provide opportunities for advanced education and training in the field of ocean affairs and the law of the sea, and related disciplines including marine science, to Government officials and other mid-level professionals from developing coastal States, so that they may obtain the necessary knowledge to assist their countries to formulate comprehensive ocean policy and to implement the legal regime set out in UNCLOS and related instruments.

Upon completion of the fellowship, fellows should have an advanced awareness and understanding of key issues and best international practices in ocean affairs and are expected to return to their home-countries to contribute their experience to assist with the effective implementation of UNCLOS and related instruments and programmes. Fellows should be able to design, implement and/or evaluate specific improvement projects in their home countries related to ocean affairs and the law of the sea, develop a core leadership capacity and have an in-depth understanding of legal frameworks, methodologies and tools to further improve implementation of instruments and programmes and to provide for their effective enforcement in conformity with international law.

Fellowship Programme Structure

The 9-month Fellowship Programme is composed of two consecutive phases which provide Fellows with advanced and customized research and training opportunities in their chose fields:

Phase One: 6-month Advanced Academic Research and Study - undertaken at one of the prestigious participating Host Institutions and under the guidance of subject matter expert(s) who have recognized in-depth expertise in the Fellows' chosen field of study.

Phase Two: 3-month Research and Training - normally undertaken at DOALOS at the United Nations Headquarters in New York.

Candidates wishing to be considered for a Fellowship award must ensure that they meet all the following criteria:

- You must be between the ages of 25 and 35;

- You must have successfully completed a first university degree, and demonstrate a capacity to undertake independent advanced academic research and study;

- You must be a mid-level administrator from a national government organ of a developing coastal State, or another government related agency in such a State, which deals directly with ocean affairs issues, and your professional position must allow you to directly assist your nation in the formulation and/or implementation of policy in this area. Your "Nomination and Recommendation Form" should be completed by a Government official who can attest to the nature of your work with respect to the Government's ocean affairs and law of the sea related activities, and indicate how an Award would directly contribute to these activities; and

- Your proposed research and study programme must contribute directly to your nation's formulation and/or implementation of ocean affairs and law of the sea policies and programmes.

Satisfaction of the above criteria must be clearly demonstrated by the candidate through the application forms and confirmed by a nominating authority.

The Fellowship application package consists of the following three forms:

1. The Personal History and Proposed Research/Study Programme Form(click to download in MS Word Format)

This Form must be completed by the candidate, either typewritten or word processed. Each question must be answered clearly and completely in order to ensure that the application will be processed. While completing this form, candidates should pay particular attention to sections 18, 19 and 20. If necessary, candidates may attach no more than one additional page of the same size. Candidates should refer to the list of participating host institutions while completing sections 21 and 23.

Fellows must be “medically cleared” by the United Nations Medical Service before their award is processed. It is thus very important that all applicants ensure that the UN Medical Form is duly completed by a physician and submitted, including the required supporting do
cumentation, to DOALOS by the deadline. The UN Medical Form must be completed by a physician no more than four (4) months prior to the

effective date of the award, and all costs related to the medical examinations are to be borne by the candidates.

Note that the results of the laboratory tests preformed under the “Laboratory” section of this form must not only be entered in the form, but the original laboratory results (reports) must also be submitted with the form, along with the X-ray film. Incomplete UN Medical Forms, including the omission of original laboratory results and x-rays, will cause delays in the processing of your application and may result in disqualification.

The decision to Award a Fellowship is made by the Fellowship Selection Committee, in accordance with the relevant provisions of the Technical Cooperation Agreement which establishes the Fellowship Programme, and guided by the “Fellowship Selection Criteria” applied by the United Nations System Organizations. 10 fellowships will be awarded per annum, and successful candidates will be notified by DOALOS. The results will also be posted on the Fellowship website.
