Chinese Government International Scholarship Program

Chinese Government Scholarship Program is established by the Ministry of Education of P.R. China (hereinafter referred to as MOE) in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, organizations, education institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to manage the recruitment and carry out the routine management of Chinese Government Scholarship Program.



APPLICATION

Applicants shall apply to Chinese diplomatic missions or dispatching authorities between January and April every year. Applicants may contact the above authorities for application details.




CRITERIA & ELIGIBILITY

1. Applicants must be non-Chinese citizens and be in good health.
2. Education background and age limit:
- Applicants for undergraduate program must have senior high school diploma with good academic performance and be under the age of 25.
- Applicants for master’s degree program must have bachelor’s degree and be under the age of 35.
- Applicants for doctoral degree program must have master’s degree and be under the age of 40.
- Applicants for Chinese language training program must have senior high school diploma and be under the age of 35.Chinese language is the only subject available.
- Applicants for general scholar program must have completed at least two years of undergraduate study and be under the age of 45. All subjects including Chinese language are available.
- Applicants for senior scholar program must have master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.




VALUES OF SCHOLARSHIP

1. Full Scholarship
- Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials; and accommodation fee for dormitory on campus;v - Living allowance;
- One-off settlement subsidy after registration for new student;
- Fee for outpatient medical service, Comprehensive Medical Insurance and Protection Scheme for International Students in China;
- One-off inter-city travel subsidy.
Note:
1) Costs of the laboratory experiment or internship beyond the institution’s arrangements should be self-afforded.
2) Fee for basic learning materials only covers the necessary learning materials prescribed by the host institution .Other textbooks and materials shall be self-afforded.
3) Monthly allowance is granted to the students through the host institution at the following rates (CNY Yuan per month):
- Undergraduates & Chinese language students: CNY 1,400 Yuan
- Master’s degree students & general scholars: CNY 1,700 Yuan
- Doctoral degree students & senior scholars: CNY 2,000 Yuan
Scholarship students shall receive their monthly living allowance after registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount of that month. Students upon graduation will get a living allowance for another 15 days after the graduation date set by the university. The allowance will be terminated from the following month after the students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who missed the monthly living allowance during holidays could be reimbursed upon their return on campus. The allowance will be suspended for at least one month for those students who do not register on time without permission from the university, leave for non-health reasons or are absent from university over a month.
Students who have to suspend their studies for pregnancy or for health reasons are required to go back to their home countries for labor or for treatment. The international travel expenses should be covered by the students themselves. With the university’s approval, the scholarship status can be reserved for up to one year and their living allowances will be suspended during their leave. The scholarship status will not be reserved for those who suspend their studies for other reasons.
4) New students will get a one-off settlement subsidy upon their arrival in China.
- CNY 1,000 Yuan for new students who will study in China for less than one academic year
- CNY 1,500 Yuan for new students who will study in China for one academic year and above
5) Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals entrusted by the institution. The students are to cover a certain percentage of expense in accordance with the institution’s regulations.
6) Comprehensive Medical Insurance and Protection Scheme for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the entrusted medical assistance agencies provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. For scholarship student, the individual claim will not be accepted by the insurance company.
7) One-off inter-city travel subsidy (each for coming-in and leaving China)
A hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for scholarship students traveling.
From the port of entry upon registration to the city where the admitting institution or Chinese language training institution or preparatory education institution is located;
From the Chinese language training institution or the preparatory education institution to the city where the university for major study is located;
From the city where the institution is located to the nearest port for departure upon graduation.
Meal and excess of baggage should be self-afforded.
In principle, the port of entry is Beijing, or a port of entry near where the university is located.
2. Partial Scholarship
One or several items of full scholarship (one-off settlement subsidy and one-off inter-city travel allowance excluded).

1. According to the regulations stipulated by MOE, all undergraduate programs for international students are instructed in Chinese. Applicants with no command of Chinese are required to take the college preparatory courses for one to two years before pursuring major studies. And only by passing the examinations of the college preparatory courses could they start their university studies.
2. Certain Chinese HEIs conduct some postgraduate programs and non-degree courses for general and senior scholars in English. Please check Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program or visit the website of CSC for details.
3. Scholarship students should complete their study within the set time; duration for scholarship specified in the Admission Notice cannot be extended in principle.






APPLICATION DOCUMENTS

The applicants must fill in and provide the following documents truly, correctly and completely (in duplicate)
1. Application Form for Chinese Government Scholarship ?filled in Chinese or English?
Those who are available for online application shall fill in and print the application form after submitting it online.
The CSC Online Application System for Study in China is available on http://laihua.csc.edu.cn .
Those who cannot apply online shall contact the dispatching authorities to get the application form and fill it truly, correctly and completely.
2. Highest diploma (notarized photocopy): Applicants shall also provide proof of studying on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
3. Academic transcripts (notarized photocopy): Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
4. A study or research plan. All applicants are required to submit a study or research plan. It must be in Chinese or in English.
5. Recommendation letters: Applicants for postgraduate studies, or study in China as senior scholars must submit two letters of recommendation in Chinese or English from professors or associate professors. Applicants who are already in China shall submit the Admission Notices or Invitation Letters issued by the target universities.
6. Applicants for music studies are requested to submit a CD of the applicants’ own works. Applicants for fine arts programs must submit a CD of the applicants’ own works (including two sketches, two color paintings and two other works).
7. Applicants under the age of 18 should submit the legal documents of their legal guardians in China.
8. Photocopy of Foreigner Physical Examination Form (the original copy should be kept by the applicant. The form printed by Chinese quarantine authority could be downloaded from http://www.csc.edu.cn). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take medical examination as it is valid for only 6 months.
The above documents should be forwarded to CSC by April 30th, 2013, via either the Chinese diplomatic mission in the applicant’s home country or the embassy of the applicant’s home country in China. Individual applications are not accepted by CSC. Application documents will not be returned.




SELECTION OF INSTITUTIONS AND SPECIALTIES

Applicants can choose one academic program and three institutions as their preferences from the Chinese HEIs designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program. Only the listed Chinese HEIs in the Directory are available to the applicants for their study in China.



APPROVAL AND NOTIFICATION

1. CSC will assess all the application documents and CSC reserves the right to make necessary adjustments on the proposed institutions, specialties and duration of study. The qualified applications will be forwarded to institutions for academic competence and they will forward their nominations to CSC for approval. The applications will be regarded as invalid and will not be accepted if they fail to meet the enrollment requirements or the application documents are incomplete.
2. If overseas applicants for degree programs with exemption of examinations are academically ineligible to the proposed programs, the institution reserves the right to decide the academic program they could attend or whether to give them conditional offers for their proposed programs. Students who attend Chinese language courses prior to their university study or those attend the college preparatory program must pass the university entrance examinations or other examinations required before they start their major studies. Students attending the college preparatory program, while failing to pass the required examinations within the set period, shall complete their study as Chinese language students.
3. Applicants are required to enclose the admission notice from Chinese HEIs, if they have, in the documents submitted to CSC.
4. Scholarship applicants academically accepted by Chinese HEIs will be officially awarded the Chinese Government Scholarship with the approval from CSC.
5. Students are not permitted, in principle, to apply to change their specialties, institutions or the duration of study as specified in the Admission Notice.
6. CSC will send the Admission Notice and Visa Application Form for Study in China (JW201) to the candidates through dispatching authorities by July 31st, 2013.


International Scholarships for Studying in Taiwan

  • To encourage international students (with the exception of students from Mainland China, Hong Kong and Macao SAR) to undertake short term research in the Republic of China (Taiwan); in order to provide them with opportunities to increase their understanding of Taiwanese culture and its society, and to promote mutual understanding and interactions between Taiwan and the international community.

  • Eligibilitya.International students who are studying in an overseas university and pursuing a Ph.D. degree or are Post- Doctoral fellows, are qualified to apply for this Award, but not students who are currently holding R.O.C. passports.

    b.The Ph. D. students who are enrolled at an overseas public or private university or any higher educational institute recognized by the overseas local government; the so called Post-Doctoral fellow is one who has a doctorate degree from an overseas public or private university or any higher educational institute recognized by the overseas local government and working for his/her research at those universities or educational institutes, or, having worked towards researching a paper, book, or any publishing plan, will be given priority for receiving the Award.

    c.Please note that the following individuals are not eligible:

    1.The individuals that are currently, residing, studying (including an internship), teaching or doing research in Taiwan.

    2.The individuals that have received a STRA Award within the last 5 years.

    3.The individuals that are currently, receiving financial benefits from a government agency or an educational institute in Taiwan.

    4.The individuals that are currently exchange students through an agreement between universities in Taiwan and overseas universities during the Award period.

  • Durationa.The short term STRA research period will generally from 2 to 6 months.

    b.The short term research period will basically begin on March 1st and end on December 31st, in compliance with the current fiscal year.

  • AvailabilitiesThere will be approximately 20 to 40 STRA Awards available per annum, depending on the annual budget, for the current fiscal year.

  • Acceptable Research AreasTaiwanese culture, social science, art or its related comparative research are acceptable research areas.

  • Award Valuea.A Ph. D. student will receive a monthly research subsidy of 25,000 NTD; and the Post-Doctoral fellow of 40,000NTD.

    b.Recipients will be reimbursed for a round-trip direct flight economy airfare between their home countries and Taiwan. The maximum airfare subsidy from and to Asia, Europe, the Americas, Africa and Oceania for recipients will be specified by the Ministry of Education and recipients are expected to cover their own extra expenses.

  • Applicationa.Application form (see appendix 1)

    b.A Post-Doctoral Fellow has to provide a photocopy of the applicant’s Ph.D. credential and Ph. D. degree, Ph. D. students have to provide a certificate of enrollment and a certificate copy of a transcript.

    c.Provide at least two letters of recommendation: one from the head of the university or institution where the candidate currently works or studies; another from a scholar or expert in the subject field being applied to.

  • Application Proceduresa.Applicants shall submit requested documents (as article7 requested) to their research university in Taiwan or the Ministry of Education (MOE) affiliated research institute, such as the Center for Chinese Studies, the National Educational Research Institute. Applicants shall have their application packet arrived at the university or MOE affiliate institute no later than September 30th for the following year’s research project.

    b.The University or the MOE affiliated research institute shall study the applicants’ application forms and verify that all documents have been attached, in order to select the short-list, the university or a MOE affiliate research institute shall assist these candidates to prepare a brief summary of each candidate’s research proposal on one piece of A4 paper in Chinese and along with all requested documents to the MOE for a second assessment before November 15th.

    c.The MOE will notify universities, MOE affiliate research institutes about the final STRA decisions. The universities and MOE affiliate research institutes will notify the candidates of those decisions. The MOE will also notify embassies or missions in the final STRA Award recipients'home countries about those decisions before the next research year January 31st.

  • Ministry of Education Selection ProceduresThe MOE will invite a panel of three to five scholars or experts related to the candidates'fields of research for the purpose of selecting final Award recipients.

    a.Selection will be based on the candidate's potential, outstanding performance and ability to execute plans (30%);

    b.The candidate's language ability and the academic status of his/her selected research institute (30%);

    c.The candidate's research project (including theme, structure, research methodology, analysis) and the importance of the project to his/her home country and Taiwan (40%).

  • Payment ProceduresThe university or a MOE affiliate research institute should follow the schedule and procedures as instructed below to apply for funding from the MOE and to officially conclude STRA Award research cases.

    a.Award funding requests for each fiscal year should be submitted on a formal receipt by March 15st. Recipients shall receive their subsidies on the tenth of each month.

    b.Send photocopies of the recipients’ airfare invoice, ticket stub along with an official letter to the MOE to request reimbursement as soon after the recipient has arrived in Taiwan.

    c.Upon completion of the research project, the university and the MOE affiliate research institute shall submit two copies of the report of the award recipient’s research project(see appendix 2) and an official accounting report regarding STRA Award funds?these shall be arranged within 30 days after a recipient has completed their Award research.

    d.The fund request, payment and verification of the Award shall comply with the MOE Subsidy and Commission Expense Verification Guidelines to conclude each case.

  • Important Informationa.Recipient Responsibilities

    1.The recipient will undertake research at a registered university or at a MOE affiliate research institute. During this research period, the recipient shall actively participate in related academic pursuits.

    2.The recipient is not allowed to leave Taiwan throughout the Award period without the permission of the university or the MOE affiliate research institute. Even with permission of the university or the MOE affiliate research institute, a prolonged overseas stay of over ten days will lead to the suspension of one month’s subsidy.

    3.The recipient is prohibited to work for profit or to accept any other awards or subsidies from other government agencies or academic institutions during of their award period.

    4.The MOE does not provide housing or lab space.

    5.The recipient must purchase accident and medical insurance, which is to be effective throughout his/her stay in Taiwan. If the recipient is not insured, he/ she will not receive any research award or airfare reimbursements during his/her stay on Taiwan.

    6.If the recipient acquires an alien resident certificate (ARC) during his/her stay on Taiwan and has qualified for Taiwan's National Health Insurance, he/she must join the insurance plan and pay the required fees accordingly.

    7.If the recipient has forged any information or documentation, his/her award will be immediately revoked and he/she will be disqualified from the program and will be required to return all the award subsidies including airfare previously received.

    b.Universities and MOE Affiliate Research Institute

    1.Universities and MOE affiliate research institutes agree to assist the recipients during their research period in Taiwan, and follow the award process according to the MOE’s schedule and guidelines.

    2.If the recipient has been found forging any information or documentation, the universities and MOE affiliate should revoke their award immediately and have all the award subsidies including airfare previously received returned to the MOE.

NUS Scholar Enrichment Grant/Scholarships - Singapore




The NUS Scholar Enrichment Grant aims to help enrich the NUS Scholars’ undergraduate experiences and expose scholars to a wider variety of programmes in order to stretch their creative and critical faculties, hone their intellectual and leadership qualities and cultivate a global outlook.

The Grant will sponsor scholars to participate in local and/or overseas enrichment programmes and activities such as conferences, courses, seminars and workshops that do not form compulsory part(s) of each scholar’s academic programme.

The Grant will co-fund 50% of the total cost of participation in the programme up to a maximum amount of S$3,000 for the following eligible items:

  • Official fees for registration and/or participation in the programme

  • Economy class airfare to the city

  • Overseas accommodation (suitable for students and based on prevailing NUS guidelines)

One soft copy of the Enrichment Grant Application form (with a scanned signature inserted within) should be submitted to the NUS Office of Admissions at oambox27@nus.edu.sg with:

  • Information on the programme to assess its merit, relevance, prestige, and its organiser and participants (e.g. a copy of the programme write-up, brochure and and/or official handout)

  • Photocopies of the application to the programme and/or the letter of invitation/acceptance from the programme organiser (if available).

  • Detailed programme agenda for each day of participation in the programme

Grant Cap

Each scholar can only apply for and receive the Grant 2 times (for 2 programmes) throughout his/her undergraduate course of study.







  • The scholarship application period will run from 1 February to 1 April every year. Students who have sat for their final examinations prior to the application period should proceed to apply for the scholarships even if you do not have your actual results. This will enable us to identify interested applicants and proceed to process your application as soon as the ‘A’ level and final year Polytechnic results are released. However, please note that applications for the scholarship should be done after application for admission into NUS.



  • All Singapore Citizen students can apply to be considered for the Global Merit Scholarship, NUS Undergraduate (Merit) Scholarship, NUS Undergraduate Scholarship, Kent Ridge Undergraduate (Merit) Scholarship and Kent Ridge Undergraduate Scholarship by using the common online scholarship application form.

  • Selection interviews will be conducted from April onwards. Shortlisted candidates will receive an email notification if they have been selected to attend the interviews.



  • All shortlisted candidates will be informed of the results of their interviews by end July.



  • Scholarships are awarded on the basis of competition among eligible candidates. Recipients will be selected from among the best in each cohort. Leadership, co-curricular records and other capabilities will be assessed during the interview.




  • NUS reserves the right not to award any scholarship if there are no candidates of sufficient merit. The decision of the selection committee is final. Enquiries or disputes surrounding its decisions will not be entertained.



  • We regret that only shortlisted candidates will be notified.





Temasek Polytechnic Scholarship- Singapore

The prestigious bond-free Temasek Polytechnic (TP) Scholarship is awarded annually to newly enrolled Year 1 full-time students. This scholarship is open to all diploma courses, with the exclusion of the Diploma in Consumer Science & Technology course. The scholars will undergo a structured Student Leadership Programme (SLP) with opportunities to participate in overseas projects as well as leadership and talent development programmes.

PhD Studentship in Historical Studies Leicester Univ, UK

The School of Historical Studies is pleased to offer this fully-funded studentship for October 2013 entry to its Doctor of Philosophy (PhD) programme.
